• by default each star auto-picks the mode that minimizes total meso cost
• spare value nudges which mode gets picked as spares get tighter (higher value → safer modes), but is not included in exp. cost
• "from income" derives it as meso/week ÷ spares/week
• "target spares" searches for the cheapest policy whose expected booms stay at/under spares on hand plus whatever drops in over your chosen timeframe
